Our company is currently engaged in a project planning process
revision that will for the first time formally add documentation
and QA to the project lifecycle master plan. Up until now we
have been making do with directives from on high (R&D VP
and CEO) that no product will be allowed to ship without
customer documentation and QA testing.

The R and D Master Plan produced to track each major release does not
currently include documentation or translation deliverables.

Does anyone out there have a similar setup, but where Documentation *IS*
included in the master plan?

I'm looking for evidence to support adding the Documentation
deliverables, and possibly translation deliverables, to the bigger scope
R and D master plan. Any precedents are always good to show.
