Glucometers are designed as cheaply as possible, because they
are basically sold at cost and the manufacturer achieves profit
through the sale of test strips.  Also, there are some newer, high
end meters that do automatically adjust for DST, but many users
have older meters (with no moving parts, they pretty much never 
wear out and upgrades are almost always elective), and ads like
the one mentioned also enable the mfr to put the call-in phone
number for help with those in front of users who have forgotten
where their manuals are and might not have internet access to
check websites.  And any excuse to advertise your name is never
a waste, either.
