I think what I'm getting at with certification is that one person
could probably figure out how to start through seta of the pants
effort and the other has the proof of the training to know how to
start.

It might turn out that the second person isn't as adept at writing as
the first, but without knowing what I'll know six months down the
road, I might be more comfortable with the later.
