Maybe this is an extremely specialixed and esoteric application that
absolutely requires this type of screen. Either that, or it's an
example of sub-amateurish UI design.

If they have a clue, and have good reasons for this oddball screen
design, then they should be able to sit down with you and hammer out
some practical requirements for the online help.

But if the diagnosis is "terminally clueless," then give 'em what they
really deserve for online help - a PDF user guide that opens when you
click Help.
