I don't know if this will help you with your specific problem, Nancy, but 
here goes...

In FrameMaker 6, the Masters Series by Thomas Neuberger, p.181, Saving & 
Printing Documents chapter, Creating Acrobat PDF files section, there's 
this:

"If you wish to create PDF bookmarks, select Generate PDF Bookmarks in the 
Bookmarks page.  Then use the arrow buttons to choose which paragraph tags 
to include in the bookmark list and to set their hierarchy.  (PDF bookmarks 
are navigation links displayed by Acrobat. Chapter titles and headings are 
generally used as bookmarks, but you can make any selection you like.)
