If HR appears to be the problem, and who knows?

If you know the company name, and can get to their website, look at the
organizational structure.

Find the name of the CEO, COO, CTO, or whoever is the 'manager' of the
department/division you want to work for.

Send a direct 'snail mail'/'email' to him/her.

Explain that you have applied several times and have had no response.

In your email, briefly explain what you can do, and request an interview.

Also, research the company and include some of that information in your
email.

Might help, might not, but 'nothing ventured, nothing gained'.
