I added document protection to a template for internal use in order to do
the following:
1. Activate form fields in section 1. As far as I understand, drop downs,
etc. do not work unless the section is protected.
2. Prevent local formatting and enforce use of Styles in documents created
from the template.

The protection mechanism appears to have a few limitations (or
bugs/features) that I need help dealing with.
* ToC regeneration gets locked out (sometimes).
* Update fields doesn't seem to work properly. Appears to be related to ToC
regeneration problem.
* Header/footer cannot be edited, including outside the locked section.
* Cross-referencing is locked.
* Spell checker is locked out.
* Footnotes are locked out.
* Comments are locked out.
* Bookmarks are locked out.
* Compare Documents is locked out.


Current Settings:
1. Protect Document - On and password protected.
2. Formatting restrictions - "Limit formatting to a selection of styles" is
selected. The list of approved styles does not include many of MS
recommended styles. This is intentional.
3. Editing restrictions - "Allow only this type of editing in the document:
Filling in forms" is selected. Only section 1 is selected.
4. "Yes, Start Enforcing Protection" selected.
