It's a generalization--like my favorite, "Engineers can't write"--and is as false and misguided as any other generalization. But, at the same time, the occurrance is frequent enough to be a problem.

On a totally irrelevant note - "ESL authors" and "poor writing" aren't
necessarily synonyms, are they? I am wondering if that's a common
(mis)perception or just an example to make a point?..
