If you have the .Net framework installed, you might try VisualCron:

PC Inspector Task Manager may be able to do what you need:

A lightweight port of cron to Windows is nnCron:

AutoIT is a VB-like scripting language that can do some amazing
things...and its files can be run as scripts through an interpreter or
they can be compiled into executables:
