The rlt files are temporary. They are generated when you preview
topics, and they sometimes remain for whatever reason. I delete them
whenever they show up. To see one in action, preview a topic,
right-click somewhere in the preview window, and select View Source.
You'll see the rlt file name in the Notepad title bar. This file
should disappear when you close the preview.

That said, some versions of RoboHelp a few years ago had an auto save
bug that stored your current version of a topic as the rlt file when
you switched topics in the editor. So if you've used RoboHelp through
many versions, there's a possibility that some of your rlt files are
the topic versions that you want to keep. I guess you could check this
by running a search through your .FPJ files (assuming you have a
recent version of RoboHelp that stores the project as an .XPJ file).
