You need to ask about the specific company's definition, not the abstract
that you may hear on this mailing list.

Only you can see where you add value. What are the job responsibilities --
not the puff-talk they gave you, but the specific job responsibilities?

You have to state that your experience will allow you to perform the
specific job responsibilities (name them, one by one) better than someone
without that experience because:

- Technical writing can assist in (name the specific job responsibility).
- More items here

----------

Visualize two columns on a piece of paper. Column 1 has the job
responsibities listed randomly in very specific terms (not puff-talk that
has no meaning other than stroking an applicant's ego). Spell out the TASK
or ACTION.

Column 2 has your technical writing skills listed randomly.

Draw a line from Column 2 to any item in Column 1 in which that skill or
experience will enhance your performance.

Construct your argument from the results you obtain after performing this
exercise.
