Yes, strictly speaking, ISO is not a government-mandated set
of regulations.  However, once you have managed to achieve
ISO certification for your company, the desire to avoid the bad
customer PR of losing it after having hung that enormous "We're
ISO certified!!!" banner on the front of the building sometimes
tends to result in your upper management behaving almost as if 
it is (ISO is one of those cases where it is defintely not better to 
have loved and lost than never to have loved).  

And yes, if your processes are rotten, ISO will not make them 
any better, just more consistently rotten.

A minor quibble for those who aren't familiar with ISO--it isn't a
regulatory body and certification is strictly optional for those who
wish to gain the recognition that ISO certification may entail.

People who are much more current than am I regarding ISO cert issues
often claim that it can enshrine processes that often should instead
be replaced as being cumbersome and unnecessarily costly.
