As mentioned on http://en.wikibooks.org/wiki/DocBook, the combination of
DocBook and NetBeans IDE looks promising.

NetBeans (open source; http://www.netbeans.org) includes an XML editor and
XSL transforms that can output HTML Help and Java Help.

I'd love to wean myself off HATs and Microsoft compiled help and see what
this can do, but it looks two steep learning curves are involved.

Maybe those interested can contribute to the above wiki, or post other
suggestions to learn how to create help with open source tools.
