Does anyone have an idea what causes the following?

Scenario:
Two writers use FrameMaker to create PDF files
(FrameMaker>Distiller>PDF).
They build the same file on their respective machines.
When comparing the resulting PDFs, the fonts appear different.
One of the PDFs has thinner characters that are harder to read.
But when the thin PDF is magnified to 150%, the characters look like
the correct font.
