Just out of curiosity, John, have you thought about treating these
kinds of links like a figure (e.g., putting them in once in a part of
a paragraph that has a border or some clear area) , or perhaps setting
up a different format for them, say a sidebar where they'd stand out
clearly and could be easily located?
I've never actually encountered a situation like you describe, but
I've wondered about it and how I'd approach it. In a lot of ways, it's
a decision similar to that I make when I'm indexing
materials--figuring out which ones are going to be most central, and
provide a context for the reader to explore further.
But it's an interesting situation, and the most important thing is
whether it works for your users.
