In its most full-blown form, we use this structure:

Topic heading

Background information
Paras
Figures
Tables

Steps
Step heading (To xxx:)
Steps ( 1. Step text, etc.)
Step comments (indent, but no number)

In other words, the procedure steps are in the form of a numbered list. The really hard part is avoiding substeps or supplemental information inserted between steps. In most cases, our goal is to create a list, not a numbered outline.

If substeps are unavoidable, we insert them as a bulleted list using the step comment element.
