Structured authoring makes two things possible,
at least.

1. It allows you to define a structure and
control the authoring tool (FM+sgml, for
instance) in a way that someone inadvertantly or
perversely writes like so:

1. Introduction to blah
1.1 Overview of bluh
1.1.1 Basic concepts

Good sense tells us there should be some text
under each heading. Structured writing
implementation ensures that the guys put in a
para under each heading: This is an introduction
to blah.

No big deal: it cannot make a writer put useful
or meaningful content there. If one overlooked
it, and is prompted to put in a para, one can add
a good introductory para or two.

The other thing about structured writing is, the
format (style) is divorced from content. So, your
source documents are all made of h1, h2, para,
fig, definition, etc. Someone good at fonts and
stuff make them into a goodlooking doc. And keep
refining it. Think html and css.
