Are you indeed talking about indexes or are you talking about concordances?
The bad news is that to create an index, there are few shortcuts an no tools that can do this. Yes, some SW can aid in building the index, but my experience is that most tools that call themselves indexing tools are really concordance tools, i.e. tools that gather the words disregarding from their weight of importance on this or that page, then uses some algorithms or stoplists to exclude the most obvious errors.
A real index, OTOH, is nothing but hard work - going through the publication page after page and creating index markers, often using the SW that the publication is written in.
