Not disclosing the billing rate isn't unethical. What IS unethical is
not providing the contractor with the correct job description.

When I was freelancing I looked at a contract in this way:

1 The customer wanted x, y and z
2 Could I provide that?
3 Was I happy with the rate offered?

If the answer to 2/3 was yes then I'd be interested, regardless of what
the customer was paying the agency.

If it turned out that the customer also wanted a, b and c then we're
back to Q2 - can I provide it. If the answer's yes, then on to Q3 - am I
happy with the rate for those additional services? If Yes, OK, otherwise
the contract needs some re-negotiation.

While it doesn't matter what the agency is being paid it is nice to know
- can greatly increase you bargaining power if they want you and you
know they've got some leeway to play with :-)
