In FrameMaker, you can store documentation in the tagged ("Flow: A", etc.) text frames on master pages. Content of these frames does not appear on body pages, and does not affect their performance in any way. In addition, you can create cross-references from within this content to external files. You can follow these links with a FM "hyperclick" - the keystroke combination Ctrl+Alt+Click (Windows or unix), or Ctrl+Option+Click (Macintosh.) This approach offers brief documentation in the template document and a link to full documentation elsewhere.

You can also store information in text frames on reference frames.

Include contact information. I have recommended that the documentation be preceded with something like, "Please read this documentation before contacting me." Seriously.
