In Firefox/Mozilla there's an extension called Bookmarks Sync that
keeps your bookmarks synchronized by way of a web or FTP site you
specify. It works really well.

I don't know the equivalent for IE.

There are also many web sites that will store your bookmarks (and help
you keep track of them). del.icio.us and furl.com seem to be the the
most popular.

I use a combination of both.
