This type of spending is endemic, unfortunately in the government
sphere, and in companies who contract with them (i.e. defense
contractors). Congress may want to reduce expenditures, but they are
often told by various government agencies, "Look! We've spent all the
money we had last year, so we are important; don't cut our
department."
