Some possibilities:

Write a very short memo with the title "Technical Review of <Doc Name>" and
prominently state in bold: Deadline for all reviews: Month day, year

Sample text: "Attached for your review is <Doc Name>. Please review for
technical accuracy only those sections for which you are responsible."

Provide a signoff statement that they can initial indicating their review is
complete along with space for comments.

Make the transmittal sheet as short as possible.
