Right now, Flare uses the XHTML schema for development and output.

RH *might* die. As has already been announced, Adobe will be gathering
information on RoboHelp at the WritersUA conference in a couple of
weeks.
The only people who really know what's going on work for Adobe, and
they're not talking ;-) So we don't actually know for sure if there
are or aren't any plans for updating...but we do know that Adobe wants
to talk to users.
