This shouldn't have come as a shock. Windows Vista Help was never
announced as being available to the general Help community. It's not
even being used internally by Microsoft applications.
For the moment, it is exclusively for providing the Help for the Windows
Vista system itself.
Support for WinHelp, in one way or another, was announced and then
withdrawn.
So, HTML Help 1.x is the Help technology sanctioned by Microsoft.
