Did the recruiter have no choice? Was this a difficult "sale" for the recruiter, so (s)he emphasized the positive and tried to minimize the negative?

I'm not defending the recruiter's actions, just offering a possible explanation. This happened to me several times, and in each case, the recruiter was unable to maintain a normal tone of voice or look me in the eye when quoting the dollar figure. I was upset with the recruiter for wasting my time; she should have known that the compensation was way too low.
