You might try expat magazines like ThatsShanghai (Beijing, Guangzhou)
or web sites like asiaexpat.com

If you're wondering what to pay when you outsource, the trade attache
at your country's embassy in the target country should be able to
help. Possibly also their embassy in your country.

I live in China, so here's what data I have. Gov't says 90 million
have annual income below $125 US a year. You can have all the
factory wokers you want for $100-150 a month in prosperous
cities, less in a rural area.

Of the Chinese who were educated in China and who do not own
businesses, the three best paid all make around 4000 RMB,
$500 US a month. One is a specialist nurse, two are middle
management in foreign companies. Chinese who were educated
abroad can sometimes command higher salaries.

Presumably, though, what you need is English technical writing.

My guess would be you could get smart people with excellent
English for 4000 or a bit less, people with Masters degrees in
English. I'm not sure they could do the job, though, and am
quite certain they couldn't manage it without a lot of support
and mentoring.

You could also get people with computer science or engineering
degrees for similar money, or a bit more. However, finding good
English among them would be quite a challenge.
