But the article also suggests that many of the cancellations
on-shore were because outsourcing domestically did not
compare well with doing it off-shore (my read: domestic
contractors cost more than foreign ones). Also, just over
half cited poor performance from their providers, which
means that all the others had different reasons (my read:
they decided not to spend the money for contractors at
all). There is nothing in the article to suggest that any of
the cancelled outsourced/offshored work is coming home
to domestic in-house hires.

Also, keep in mind that "on-shore outsourcing" probably
includes people who are working as 1099 independent
contractors.
