Regularly. Customers rarely show up with a ready-for-market product - that they'll hold back until the docs are done. If you work in an Agile or XP shop, this seems common. I'm currently creating several manuals for which there are no screenshots, because...there are no screens. The solution was to turn the Tech Writer into a Project Analyst who was involved in all the requirements and similar meetings.
