I've done it, to some degree, at every company I've worked for. If they
are really good at writing and updating specs and design documents, you
can write a fair amount of decent material. At some point though, I've
gained access. Usually, it's very late in the game, but I eventually
always got access. If you NEVER gain access, well, they can't expect the
documentation to be exactly user-appropriate or user-friendly because
you were never a user yourself!

I have a question for the group:


How many of you have been asked to document a software application, but
were not expected to need access to that software?


It's happened to me a few times where I had to explain that I can't
document what I can't see. I was wondering how prevalent this attitude
is from businesses?
