Wow, that is crazy!

I would do one of two things:

1. Let the customer pay but I would act as teh liason between the translation company and the customer. That way I can send my source Frame files to the translators and not lose control/ownership over them. The translation company can bill the customer directly and should be happy with the arrangement since, when they have questions (not 'if' but 'when') they'll be able to call you and get the correct answer.

2. If #1 is not an option, have my legal department write up a non-discolsure agreement as well as a Usage Rights agreement that specifies what your customer can and cannot do with the files. This includes altering in any way the copyright notices, images, proper names, etc.
