Adding to Fred Ridder's reply (assuming that the cross-references are
functional in FrameMaker):
* If the link in the PDF "doesn't do anything", or opens a different PDF at
the default opening page, without displaying an error message in
Acrobat/Reader, it is indeed a case of missing named destinations, and the
simple fix is to turn on Create Named Destinations for All Paragraphs (PDF
Setup, Links tab) and recreate the PDF.
Several real-life PDFs demonstrating bad links related to the so-called PDF
Optimization (where FrameMaker is supposed to only create the destinations
needed) can be found at http://www.microtype.com/Hmmms.html (the May 2006
item, for example, is a PDF authored with FrameMaker 7.2, where 44% of the
cross-reference links are non-functional).
* If the link in the PDF displays an error message ("file not found"), the
problem has to do with cross-file linking issues, related to the PDF
conversion process (e.g. target FM books open or closed when the PS files
are produced).
* If the expected link is simply not present in the PDF (but other
links/bookmarks do exist), this has to do with the cross-reference being
part of a text inset.
