Here's another thought. Richard mentioned DICE, so I'm assuming he's looking
at jobs posted on that board. If he is trying to land a job that is out of
his local "territory," there may be no traditional per diem attached to it.
The employer is looking for someone to fill a position. They may not be
willing to pay a per diem for a non-local; therefore the agency is offering
to up the hourly rate by giving away some of its margin and calls that extra
"per diem."
