Help my client wants a scatter plot in Excel

The data is really strange to make a graph out of

Y axis is time, now, 6-12months, When available, never

X axis is preference, represented by numbers, I won't go into details about
that, but I was able to get them to convert the letters to numbers. 0 =
forget it and 15 = absolutely.

Now there are 20 services that were surveyed, so there will be 20 charts
upon my urging.

Now how do you make the dots larger in Excel? If its 15 then it should be a
big dot, if its 0 then a tiny dot.

Not really expecting any help, just thought maybe I'd get lucky...who knows?
