OpenOffice.org 2.0 (the latest version is 2.0.4) can read Word 2003
documents very well, and has a built-in tagged PDF export feature. See
<http://www.openoffice.org>.

There's only one bug I've encountered with their PDF export feature,
where the TOC sometimes doesn't have live hyperlinks (but all other
cross-references in the document still do). With many Word documents,
this bug doesn't manifest at all, so it may not be an issue for you.
Easy enough to test with your documents.

Anyway, it's worth an experiment or two, and if it meets your needs,
you'll have a great solution. And you can't beat the price (free).
