PhotoShop and PhotoPaint are overkill for what you need, but it's
simple to do. Just choose your gray color and apply it to the text on
the button using the paint bucket with no anit-aliasing or halo
effects aplied, that way it only fills the black regions. You will
likely have to zoom in to 400% or so for accuracy and to ensure you
catch all the black pixels. This assumes you mean graying the button
text.

I do caution against this though, as every time the screens are
updated, you'll have to redo this operation.

screenshots so that all but one set of buttons is
grayed out. We have PhotoShop and Corel PhotoPaint.
