There are two issues here.

1.) Partitioning the system into right-size chucks that are loosely coupled and highly cohesive (singluar in purpose). This is modularzing and it is primarily an analysis activity that is tool independent.

2.) Taking the results of 1.) and implementing a help system using the tool(s) at hand.

Which are you referring to?

to keep the documents small and readily editable in case we change
procedure, the GUI, etc., and also, it will target the information more
