I made it a rule a long time ago to be up front with recruiters. Yes I do
submit on my own, yes I do work with other agencies. If the description
sounds like something I've already submitted to, then I tell them so.
Saves a lot of grief on both sides.

The one question I get a lot of now is "we have to be sure if you accept
the contract that you'll actually show up for work and not take another
offer." Apparently a lot of big companies now use systems to monitor and
track their agencies, and the agencies are getting dinged by the client
company when somebody who's accepted an offer doesn't show up. Having been
on both sides of the interview desk, I can understand why....

When I say a lot, I mean a lot... I get between 3 and 6 calls a day right
now! The job market seems almost as hot as it was pre-dot-bomb! Is this
true in other markets besides the southeast?

I think this is the real reason they ask if you are working with other
agencies or actively looking for work. As has been said elsewhere,
they get paid based on actually placing a candidate. If you submit
yourself directly to their client, or get submitted by another agency,
then something like what happened to James occurs. You get
disqualified by the hiring company and thus don't get the job, so the
recruiter doesn't get their commission.

Recruiters obviously don't want to expend energy on candidates who
won't get the job offer. They *also* don't want to risk burning
bridges with the client company by submitting candidates who end up
being disqualified.
