OK, so "maintain pro-active control" means: "Revise the plan as needed
and get the approval of the original approvers, without having to be
constantly reminded to do so."
I admit that the translation has a lot more words, but now at least
everyone understands what it means. We are technical writers; people
should be able to understand us.
