So... what's a good plan? Some proposal bits are pretty genereric
anyway and can be made even more so - I'm constantly re-using parts.
Should I take some of those 'parts' and develop them as 'Company X
proposal' so that at least I have some example? But even stripped of
all proprietary info, would I still need permission to use them?

Take the forms that you learn (the conventions, the organization, the customer-oriented approach) and use these to construct a proposal to sell your own services to a prospect. You can either do this in the process of soliciting freelance business (if you're in a position to do that) or you can do this as an exercise in pitching your services to a fictitious prospect (if you just want to use it as a writing sample).
I learned to do proposal writing on my last salaried job and now I use those skills to land jobs with my own clients. It's always reassuring, especially to corporate clients, when they see a proposal from me in a form they understand.
