I have a slew of PNGs that I want to convert, preferably as a batch, into
html files that are the same size as the png and have the same file name.
Are there any tools around that anyone can recommend?

It isn't gunner happen. HTML is a markup language used to create web pages.
PANG is a graphic file format used in web pages. Use Google to check out
some HTML or web design tutorials to find out how you can put PNG files into
a web page.
