I think you're probably right about the boilerplate, but OTOH,
if a writer candidate with the minimum experience in each of
the other categories were to apply they'd probably be overjoyed.
BTW, the first .NET beta was 2000, so it probably is possible
to have 10 years experience with .NET, but you would have had
to have worked at MS to get it. But I think what they mean is a
SW engineer with up to 10 years experience who has *some*
experience with each of the listed apps, including .NET.

I don't think such a person exists. I doubt it would be possible for one
person to possess all that experience, given the age of the tools. (They
want up to 10 yrs. with .Net -- is it even that old?)
