I've done this often with a pretty fair amount of success.

Start by creating placeholder styles. Create a style for each level of outline you want. (Don't use the style names that Word uses for its styles, come up with something new.) Don't bother to set up indenting and stuff like that, just set the basic appearance - font, line spacing, paragraph spacing and such.

Then go into the style formatting for the first level. In the numbering window, select one of the outline number options and click on reset to clean up any customization in it, and then click on Customize.

In the Customize Outline Numbered List window, click on the More button. The extra options that appear let you attach the outline levels to your styles. Go through each level, attach a style and then customize the outline format and indents you want to use for that level.

That about it. I used this method on a specification template that works really well. Contact me offline if'd like a copy of it. When I was working on the specifications, I put IncreaseIndent and DecreaseIndent on shortcut keys -- when you are within the outline list (if your styles are set up right) and you increase or decrease indents, it automatically assigns the right style. Works pretty slick, considering it's inWord.
