There are several possible reasons:

1. Hiring manager has past experience with writer who
was never able to learn a new tool.

2. Hiring manager is not a documentation professional
and has no understanding that another tool is similar
enough for someone to make an easy adjustment
(and probably has an installed base of past docs done in the tool being asked about)

3. HR or search agency recruiter is working with a
poorly written job description from hiring manager,
who has not taken the time to discuss what equivalent
experience would be acceptable (this the one I think
is the most common).
