Sounds on target, but I think it's wrong. I think that the more work you do in MS Word the more entrenched you'll be and you'll *never* get out of it. I'd make the change to a proven technology (like Framemaker, not something that's supposed to be XML) as soon as possible and in one concerted effort.

We got (and took) similar advice about building a house on land we'd just bought. "Don't put in a single-wide mobile home and expect to build later. You'll never get out of the mobile home."
