There are two possible problems:
1. Unclear or missing antecedent.
2. Repetitious use of a single form of expression.

The second is apparently the problem. There is no clear solution, because the writers never got enough practise in writing to begin with, and whenever they try to compose a sentence, no other way occurs to them. To paraphrase myself:

It is apparent that the second is the problem. It doesn't have a clear solution. It is because the writers did not get enough practise in writing. It happens when they try to compose a sentence. It's because they can't think of another way to write it.

Be thankful if they are not missing too many antecedents.
