I spent the first 15 years or so of my career developing interactive
instructional materials on the PLATO system. These days similar things
are called "multimedia" but generally don't have the level of
instructional interaction we had then. We could actually make pathways
through the lesson depend on something more than the immediately
previous interaction. Thinnk of it!
We relied on the university professors to outline the material (ie
decide the topics and scope and some of the teaching approach) but used
instructional designers to lay out the actual scripts. Some of the
designers also programmed the lessons, but not all.
A few of the professors were also excellent instructional designers.
Not all of those were the best classroom teachers, but there was some
overlap. Only the ones who actually cared about students seemed to do
well at design, and not all of them had the knack.
Moving to technical writing made life simpler, since I didn't have to
design interactions and remediation.
