I didn't have a problem with Jim's description. The way I understand it,
the PMO wants to bypass business requirements and get right to the project
and Jim wants to lobby for the business requirements to avoid repeating the
same mistakes of the past project that required the current project. Maybe
I'm mistaken in my understanding.
Personally, I think that lobbying for the business requirements at least
once is a good idea. If the PMO accepts it, then maybe future problems are
avoided. If the PMO does not accept it, then Jim will have a better and
possibly unpleasant idea about the organization of his department. Either
way, he will likely have a fairly decent idea of what his future projects
might involve.
