Probably I should have said was this:
If it is not known what business you are in, there are no requirements.
If you are in business - what is your mission statement
If you are in business, and you have a mission statement
The first step is to define what you have to do (generically) to
support the mission. (Business plan)
The second step is define the pieces/requirements to support the
generic requirements.
(organizational structure, documentation, policies,
procedures, etc)
The third step is to 'flesh out' the pieces/requirements (people,
equipment, etc)
The above may be overly simplistic, but it is basically what I meant.
