The most common method of doing clock faces is to 
use a silver or gold colored plate and screen print the
non-metallic graphics onto the face so that the metal 
face shows through gaps in the color, then overcoating 
with a clear top coat.  If your client's quantities are
not sufficient to justify a screen print run, look into
the photo etching process used to make black-on-
silver or gold metal nameplates.  There's usually at
least one vendor in every manufacturing region who
will do short-runs at reasonable prices.
